They Recessed. October 1 Did Not. The Capitol is on recess. The funding clock is not. On July 21 the House passed H.R. 9770, a 220-205 continuing resolution that keeps the lights on through December 4 and leaves the real fight on the cutting-room floor. On August 8 the Senate passed a different stopgap, 90-6, that runs through December 11 and actually names the problem: it would block the White House budget office from finalizing a rewrite of the federal grant rulebook. That rewrite would put senior political appointees in charge of signing off on discretionary awards and treat scientific peer review as advice. The proposed effective date is October 1, the same night current funding lapses if the two bills stay unreconciled. The Senate text is the one that looks like a government. It carries SNAP and WIC adjustments, disaster relief, national security accounts, and a pause on a budget-office plan to cancel grants midstream. The House bill is clean the way a house is clean after you throw the smoke detector away. No guardrail. No pause on the political-appointee sign-off. Just a date, then a long walk back to September. Congress has already practiced this year. 2026 has seen two funding lapses, including a 76-day partial shutdown at Homeland Security that ended April 30. Last fall the October 1 shutdown ran 43 days and put SNAP and WIC on the clock for millions of families. Prediction markets can price October 1 down to a coin toss or a long shot. Families do not eat implied odds. They eat groceries. A 90-6 Senate vote is not a radical demand. It is the minimum: keep the government open, and do not hand the grant list to the campaign. House leadership had a chance to take that text or sit down and merge it before they left town. They took recess instead. Members come back in September with a few working weeks and a midnight deadline on September 30. You can quote-tweet the vote board. You can yell at a staffer who is not in the building. None of that moves a town hall. They hold yours. Pick a party, walk your town, fight, take it back. The map is real buildings, not a comment section. Capture the hall. Do not just tweet it. politicsgo.app #PoliticsGo #Shutdown
